Cluster approach in implementing state policy in the field of education

Abstract. The article examines the management model of an educational cluster in the context of the implementation of state policy in the field of education in Russia. The key goals of this policy have been identified, including increasing the accessibility of quality education, adapting educational programs to the needs of society, developing research activities, improving the quality of vocational education and other aspects.
The article also analyzes the current situation in the Russian labor market, caused by various factors, including the COVID-19 pandemic, import substitution, demographic changes and personnel shortages. Particular attention is paid to the influence of these factors on the personnel market and the demand for certain specialists, such as IT specialists.
The article emphasizes the importance of using a cluster approach in education to mitigate negative trends in the labor market. The creation of educational clusters, where students can acquire not only theoretical knowledge, but also practical skills at enterprises, contributes to better training of personnel that meets modern requirements.
Examples of successful educational clusters based on cooperation between educational institutions and employer enterprises are examined in detail. Cluster programs are designed to provide students with the opportunity to gain practical experience in a specific field during their studies.
The article concludes that the cluster approach to education contributes to more effective integration of educational programs with the needs of the labor market, which ultimately helps to improve the quality of education, reduce personnel shortages and increase the competitiveness of graduates.
Particular attention is paid to the educational cluster management model, which ensures effective interaction of all participants, takes into account their needs and contributes to the creation of a favorable educational and innovative environment. The cluster approach in implementing state policy in the field of education and labor market development demonstrates its effectiveness in improving the quality of personnel training and stimulating innovative development in education and the labor market.
