Conventional technologies as an element of hybrid warfare

Abstract. This article is devoted to the importance of conventional technologies for the modern trend — hybrid wars. The author analyzes the concept of «conventional technology» and defines its essence and content in connection with its direct relationship to hybrid warfare. Particular attention is paid to the stages of conventional (traditional) wars and military conflicts. It is emphasized that, unlike all types of wars of previous periods, «hybrid» wars have made their own adjustments to the generally accepted concept of war, which has led to the transformation of modern conflicts. A classification of documents of International Humanitarian Law regulating the conduct of armed conflicts and other forms of interstate confrontation is given. The significance of conventional technologies for assessing the nature of «unarmed» interstate confrontation in the absence or non-critical use of the so-called «hot phase» is determined. The presented text discusses interpretations and highlights the factors influencing the applicability of conventional technologies in interstate confrontation. The use of conventional technologies as an element of hybrid warfare may give the impression that they are exclusively negative. The author is not inclined to give them such an unambiguous description. The peculiarity of the use of conventional technologies lies in the fact that in the conditions of a «hybrid» interstate confrontation, in most cases they are assessed as neutral. The work is based on theoretical aspects of the situation and analytical conclusions, which are of interest for possible further research related to this issue.
