Cluster policy as a tool for forming technological sovereignty of the Russian Federation

Abstract. The article examines the key priorities and objectives of implementing the policy for developing domestic industry and ensuring technological sovereignty of Russia.
The emphasis is on the systemic work of the Government to mitigate the risks of external sanctions and modernize the economy through the implementation of structural changes in priority industries.
Cluster policy is presented as an effective tool for achieving technological sovereignty. It provides for cooperation between scientific organizations and enterprises, which facilitates the exchange of knowledge and optimization of resources. The creation of clusters can accelerate the implementation of innovations, improve access to financing and help in the training of qualified personnel. Opportunities for organizing infrastructure projects aimed at reorienting logistics flows and supporting critical industries are also highlighted.
The study emphasizes the importance of the cluster approach for achieving Russia’s strategic goals in the field of technological independence and economic sustainability. The main attention is paid to the role of cluster policy as an important tool for achieving these goals, including the creation of a favorable ecosystem for joint risk analysis, mobilization of internal resources and knowledge transfer. The study emphasizes that clusters can contribute to the development of anti-crisis measures, accelerate the implementation of innovative technologies and diversify the economy. They create platforms for effective cooperation between businesses, research institutions and government agencies, which helps minimize costs and increase productivity. Measures such as the creation of joint training programs and additional capitalization of the cluster investment platform are explored, which can help attract financing and implement infrastructure projects.
In addition, support mechanisms such as industrial mortgages and subsidies from the Industrial Development Fund, which can strengthen the financial sustainability of clusters, are discussed.
