Abstract. The article reveals the public discourse of digital policy and digital democracy. The article analyzes the dialectics of development and mutual influence of political processes of modern democracies in the digital environment. The purpose of the study is to identify problems of inconsistency in the discourse of digitalization and democratization of modern society. The methodological basis of the study was the methods of dialectics of scientific knowledge, synthesis and analysis, revealing the influence of information technologies and the process of digitalization of socio-political processes in particular on politics. The article reveals the problems of society’s perception of the tasks of digitalization of the public sphere, electoral politics, and political participation. The dialectical nature of the mutual influence and interaction of politics and democracy in the context of digitalization of the environment is stated. Based on the results of the study, a conclusion is drawn that the capabilities of digital technologies have defined a new type of communication space that allows one to combine both traditional and new ways of constructing social space, the public sphere and politics. The study allows us to draw a conclusion about the different speeds of the dynamics of political processes of democratization of modern societies and digitalization processes. The study allows us to conclude that government and political authorities are not sufficiently proactive in terms of implementing digital technologies and have a conservative technological approach to the use of means and instruments of democratization. The study made it possible to identify the problems of reducing the processes and level of development of democracy with a high level of digitalization of the socio-political sphere of society. The research discourse of digitalization inevitably reveals the national characteristics of the practices of digital management of political and social processes, the divergences of democratization models of developed and transitional societies. Expert analysis of the source base allows us to state the attention of political science discourse to the experience of small countries in the field of digitalization of Estonia, Singapore, etc.
