Remote electronic voting: international experience

Abstract. The article analyzes the problem of digitalization of the electoral process in the framework of studying international experience. The relevance of the issue is due to the fact that nowadays there is no consensus either in the research environment or in the public political space regarding the transformation of the electoral process under the influence of digital technologies, in particular the remote electronic voting system. On the one hand, the creation of additional channels of civic participation, integrated with classical formats, contributes to the qualitative transformation of democratic systems in the direction of greater openness and accountability. On the other hand, the uncontrollability and instability of the latest forms of participation (in particular, remote electronic voting) create risks, most of which cannot be completely overcome with the existing level of development of the technical base and regulatory system. At the moment, modern states are faced with a choice: to adapt to the new trends of progress or to make a choice in favor of preserving the traditional foundations of participation. The author attempts not only to identify the main causes of the problems faced by countries in the development and functioning of the remote electronic voting system, but also to establish common features characteristic of the construction of different models of remote electronic voting in the analyzed countries. In conclusion, the author emphasizes that the reform of traditional forms of voting and citizen participation is a natural stage in the development of modern political systems. The consequences of such transformations and their impact on the political process have yet to be assessed in the future. However, despite the ambiguous prospects and existing problems, the governments of many countries (Mexico, Switzerland, Estonia, etc.) are striving for further implementation of new technologies and their scaling within the electoral system.
