Basic vectors of the Russian Federation policy to counter internal threats to national security

Abstract. A comprehensive study of the strategic measures of the Russian state in the field of internal security requires a multidimensional consideration of the mechanisms for protecting sovereignty and maintaining socio-political stability in the country, taking into account modern challenges to national interests.

The comprehensive national Strategy of the Russian Federation for Countering Terrorism, extremism, Corruption and Organized crime is implemented through a multi-level system of legislative acts and practical measures implemented by government agencies in conjunction with law enforcement agencies. The functional architecture of this strategy includes the regulatory and legal framework, the institutional structure of law enforcement agencies, preventive mechanisms, international partnerships, and an analytical support system.

The introduction of artificial intelligence systems to combat extremist content requires a balance between automatic filtering of materials and the protection of fundamental rights of citizens. The moderation of the information space through AI technologies should be carried out under the supervision of qualified specialists who are able to assess the legality of blocking content, taking into account the context and legislative norms on freedom of speech. Modernizing the legal regulation of the use of artificial intelligence requires the introduction of clear information security standards in countering extremism. Legislative consolidation of the principles of using AI systems should be accompanied by the creation of mechanisms for public control and protection of fundamental rights of citizens. Regulatory requirements for documenting the architecture and functionality of content moderation systems will ensure transparency in the use of artificial intelligence. The classification of extremist materials requires detailed criteria based on current legal norms, while maintaining a balance between security and freedom of expression.
