Digital technologies and artificial intelligence at the institutes of research and Eurasian expertise in the new conditions

Abstract. The issue discussed in the scientific article «Digital Technologies and Intellectual Research in Research Institutes and Eurasian Expertise in the New Conditions» is relevant and essential, it is a brief but necessary issue for understanding and debate. The author summarizes the initial state of the chosen object of study, clarifies the categories of conceptual analysis, describes both new and already established views on the subject under study. New technologies and, in particular, artificial intelligence have a high potential for restoring public administration in contrast to digital technologies, determining the decision of public policy, providing services to citizens and the efficiency of administrations. The public sector can increase its ability to generate social, economic and environmental impacts on the well-being of citizens, provided that artificial intelligence is implemented in an ethical and systematic manner. The priority of organization, artificial intelligence, is also becoming an aspect of the highest degree of organization of the Eurasian community in the new conditions. In this paper, the author presents a generalized description of the state of the proposed object of study. It clarifies the category of the conceptual apparatus and describes both new and already established views on the subject under study. The author notes his opinion on the issue of the aspect under study, and also reveals the exclusive topic of the study and formulates the main scientific tasks and concepts. An attempt is made to generalize the current state of the observed phenomenon, taking into account the author’s systematization. The roles and proposals made include a more thorough study of AI, the possibilities of digital technologies, as well as the theoretical parameters for the formation of institutions in the template of new conditions in the format of the Eurasian test.
