Ensuring guaranteed employment of a single-industry town

Abstract. This article examines the problem associated with ensuring guaranteed employment in a single-industry town, rooted in decisions taken in the past, when cities specialized exclusively in the production of a certain type of product. As a result of narrow specialization, single-industry towns become dependent on city-forming enterprises. If such an enterprise closes or suspends its activities for some reason, this can lead to mass unemployment among the population. The lack of alternative sources of employment leaves residents of single-industry towns in a vulnerable position to changes in the economy or the activities of a key enterprise. The specialization of the city in one type of activity is an unreasonably high dependence on the economic situation, because when it changes dramatically, it is fraught with serious consequences — reduction of production and mass layoffs.
Solving the problem of unemployment in single-industry towns requires an integrated approach. Although the task is not easy, concrete measures are being taken. For example, a Fund for the Development of Single-Industry Towns has been created and national projects aimed at modernizing these territories have been proposed. The goal of the fund is to reduce the dependence of single-industry towns on key enterprises, and national projects are also aimed at achieving other goals.
The main purpose of the article is to consider the problem of unemployment in single-industry towns in Russia and identify ways to solve this problem by ensuring guaranteed employment. To achieve this goal, the tasks of ensuring stable employment in these single-industry towns are being solved by radically rehabilitating old industrial enterprises, creating new industries, and developing social infrastructure. It must be remembered that the state of the labor market in single-industry towns has a direct impact not only on economic growth, but also is a strategic factor for the socio-political situation in the country.
