Modern approaches to the anti-corruption policy making

Abstract. This article presents the problem of abuse of power by civil servants. In particular, modern public administration systems face the problem of corruption on various scales. Interested parties are officials acting in order to extract private benefits. The high level of corruption, its transformation from episodic to systemic, threatens significant damage to the state, negates the efforts of governments to develop the economy and society. For this reason, the development and implementation of an effective anti-corruption policy is one of the key tasks of the internal state policy. In the article, the author considers the main approaches to the formation of the anti-corruption policy of the state: «top-down» and «bottom-up». The author emphasizes that when developing an anti-corruption strategy to increase the responsibility and accountability of officials, attention should be paid to such aspects as the recruitment system, duplication of functions, discretionary powers of civil servants, etc. The article summarizes the factors that have a direct impact on the growth of corruption in public administration. At the same time, the author notes the determining influence of the socio-cultural context in the framework of anti-corruption policy. This is especially true for Asian and African countries, where there are particularly strong traditions of clientelism and neopatrimonialism with weak formal governance institutions, which allows patronage networks to manipulate established rules for their own benefit. In conclusion, the author draws attention to the fact that at the moment there are no uniform or universal methods and technologies for combating corruption and eliminating corruption-causing factors, both at the international and at the level of national states. Despite this, the researchers are convinced that if there is political will, taking into account the socio-cultural context and understanding of the nature of corrupt behavior of civil servants in a particular country, it is possible to develop an individual approach that will correspond to this system of public administration in the fight against abuse.
