State policy of regulation of small and medium-sized businesses in the Russian Federation: historical transformation in the late XX — early XXI centuries

Abstract. In this article, the author examines the importance of small and medium-sized businesses in the economic, social and political life of society. It indicates that governments around the world are increasingly recognizing the importance of this sector in achieving economic growth and social inclusion. Recommendations for the development of this sector are also provided by international organizations. The author of the article considers it necessary to conduct a study of the effectiveness of state policy for regulating small businesses in Russia in order to develop a comprehensive program of measures for its development. The work uses methods of secondary analysis of scientific publications, statistical data and works of leading authors. However, the author notes that this study does not cover all aspects of the problem and has limitations on analytical conclusions, and also emphasizes that despite the allocation of significant resources and attention from government institutions, a stable system of support for small and medium-sized businesses is still in the process of formation. The author points out factors such as regulatory changes and external negative factors that impact this sector. They emphasize the need for the government to respond to challenges and adjust policies regarding small and medium-sized businesses.
