Artificial intelligence in the analysis of socio-political problems of the Eurasian Economic Union

Abstract. The work is devoted to the application of artificial intelligence technologies in the context of the social and political problems of the Eurasian Economic Union. The concept of artificial intelligence, adopted in the scientific community since the middle of the twentieth century, the division of artificial intelligence into «weak» and «strong» is considered, an emphasis is placed on the difference between these concepts and the importance of such a division. The classification of political decisions according to Simonov and Makridis is also considered, the possibility of applying artificial intelligence technologies to almost all classes of political decisions is emphasized, the need for appropriate data for artificial intelligence models is clarified. A hypothetical example of the possible use of artificial intelligence technologies in the preparation of an administrative decision on the optimal distribution of limited financial resources in order to maximize the value of the target indicator of the manager’s performance is given. It is shown that artificial intelligence technologies contribute to the choice of the most effective solution by optimizing resources. A brief description of a possible predictive system based on artificial intelligence technology is given, which can determine multiple patterns in the data and, therefore, make the best forecasts for the manager. A variant of a recommender system based on a predictive one is also briefly considered, its pluses and minuses are given. The main goals of the member states in the Eurasian Economic Union, as well as, in particular, the problem of foreign trade within the Eurasian Economic Union and one of the possible ways to solve it, associated with minimizing bureaucratic obstacles, by introducing artificial intelligence technologies into the sphere of customs clearance and customs control, are considered. The conclusion is made about the high potential for the effectiveness of the application of artificial intelligence technologies within the framework of the Eurasian Economic Union.
