Evolution of concepts and ideas about information wars

Abstract. The scientific article examines the evolution of the concept of «information war» in the context of the social order of society, analyzes approaches to defining this phenomenon, and provides a description of the main scientific paradigms that have developed to date. The relevance of the study is due to the growing role of information technology in shaping public opinion and the political agenda. It is especially emphasized that the blurring of the boundaries between information and disinformation, between facts and interpretations calls into question the effectiveness of traditional methods of protecting national interests. The article traces the transformation of the understanding of information war from a narrow military-technical context to a broad socio-cultural one. Key stages in the development of scientific ideas about the phenomenon are highlighted. Emphasis is placed on the fact that initially the concept of information war was formed within the framework of military strategy, focusing on electronic warfare technologies and disruption of enemy communications. Modern studies of information warfare increasingly view it as a hybrid form of conflict, where military action is combined with economic pressure, diplomatic efforts and information operations, while psychological aspects play a key role in them, aimed at undermining trust in government institutions, spreading panic and creating an atmosphere of instability. It is summarized that the analysis of scientific paradigms in the field of information warfare allows us to identify several main areas. This is technological determinism, focusing on the development of information technologies and their impact on society. The socio-cultural approach, which considers information warfare as a struggle for meanings and values. Political realism, focusing on the use of information warfare as a tool for achieving geopolitical goals. The results of the study will expand knowledge about the concept of information warfare.
