Abstract. The article examines the development of the national institute of public service in the context of its moral component. In different eras, persons serving in the civil service had different functional responsibilities and professional competencies, went through various selection procedures for service, but almost always a set of similar moral requirements was imposed on civil servants. The Institute of Public Service began to form in the era of Peter the Great, and the Table of Ranks played a significant role in this. It was in this era that service became mandatory, and the conscientiousness of its performance became the key not only to career, but also to social growth — through obtaining personal nobility. The article reveals the further genesis of the national civil service in the pre-revolutionary and Soviet periods. The merit of the Soviet personnel policy was the creation of a coherent system of personnel work, providing for procedures for both the selection of candidates and control over the activities of civil servants. Analyzing the historical documents regulating the civil service in the Russian Empire and the Soviet Union, the author of the article forms an idea of how not only the civil service was born and developed, but also its ethics, guidelines and values changed. Speaking about the public service in general, it seems that the institutionalization of its moral principles, based on historical experience, can positively influence both the attitude towards the service and the performance of official duties on the part of the officials themselves, and their perception by the public.
