Environmental agenda as a tool of political manipulation in the context of hybrid wars

Abstract. In the article, the author draws attention to global warming as a central topic of political PR related to hybrid wars, and the intensification of the environmental agenda in light of the spread of coronavirus infection. The focus is on the policy context of decarbonization and energy transition in developed countries.

It is also noted that renewable energy is becoming competitive, but still has some disadvantages, such as limitations in application in industry and transport, as well as insufficient stability of electricity supply. Over the medium term, the heating, aviation, freight and shipping sectors, and heavy industry will pose challenges to achieving significant decarbonization.

However, the energy transition and decarbonization are facing the consequences of the pandemic and geopolitical challenges. Their influence can both hinder and promote decarbonization. Negative factors of the pandemic include financing difficulties due to increased public debt, increased coal consumption and changing priorities due to socio-economic problems.

Thus, developed countries will have to look for solutions to overcome the challenges associated with the energy transition and decarbonization. It is important to consider that the pandemic and geopolitical factors can both hinder and encourage the achievement of these goals. The abstract emphasizes the need for a conscious and effective approach to solving these problems in the context of modern politics and global development.
