The research was conducted based on methods of general scientific and political analysis, including comparative analysis, analysis of the political situation, content analysis and event analysis. The study analyzes the historical context and specifics of the current state of interethnic relations, examines the influence of political discourse on interethnic relations, analyzes state policy in the field of interethnic relations and political technologies for their optimization. The authors examined the political aspects of interethnic conflicts through an analysis of the influence of specific political technologies on their typology. It has been established that the tactics and strategy of unleashing and waging interethnic and international conflicts at the present stage of development of society has entered a new technological phase. The logic of the new paradigm of the Western project of struggle against the Russian state-civilization is reconstructed, relying on the latest cognitive and information-political technologies of mental action to instill liberal democratic ideals and values on a global scale without taking into account the historical traditions and culture of states and peoples. The authors formulated the possibilities of information technologies for latent (hidden) influence, which goes beyond the traditional understanding of legitimate regulation.
