Methodology for ensuring national security

Abstract. State security is a fundamental element of the national governance structure, which forms mechanisms for preventing destructive social processes through specialized tools for protecting the social order. The fundamental task of ensuring security is to maintain the stable development of social institutions. Government agencies implement a comprehensive system of national security measures through specific management mechanisms. The scientific community defines management methodology as a set of practical actions aimed at achieving strategic goals of state security through administrative technologies and procedures. The application of public administration methods in the military sphere requires special attention as a key element of ensuring national security. The multidimensional nature of state management of the military sphere is revealed through the prism of management activities, a system of relationships and mechanisms of influence on the human factor. The application of legal methods to ensure national security is based on the principle of the legality of public administration, the formation of a regulatory framework for military spheres, the legal regulation of relations between subjects and objects of government in this area, the combination of methods of coercion with other methods of non-violent nature. At the same time, methods of coercion are well combined with methods of persuasion. Analyzing the documents of the legislator of the organization of the national security system (National Security Strategy, art. 2 of the Law «On Defense», etc.), it can be concluded that one of the most important organizational methods of ensuring national security are: making forecasts and analyzing dangers and threats to the country; creating, preparing, preserving and using the military, economic, information, etc. organization of the state; designing, creating, developing management systems for the organization of national security. security of the country, etc.
