Designing the science of the future: cluster-microservice architecture of cognition as a subject of state policy for the development of scientific platforms and digital ecosystems

Abstract. A conceptual approach to the scientific and technical policy of the state is proposed, based on the analysis of the cluster-microservice architecture (CMA) of modern science. In the context of digital transformation, science is turning into a global distributed ecosystem of specialized cognitive modules — «microservices» (algorithms, databases, protocols, laboratory complexes), combined into problem-oriented and territorial clusters on digital platforms. The key properties of microservices (encapsulation, abstraction, autonomy, interoperability, polymorphism, composability) and the triad of processes of their interaction in clusters (discretization, recursion, reflection) are revealed. The political dimension of the KMA is analyzed: conflicts of cognitive and territorial clusters, «platform feudalism», inequality in the distribution of «epistemic rent». The article is addressed to political scientists, civil servants, experts in the field of scientific and technical policy.
