Digital inequality of states as a tool of political dominance on the example of Elon Musk’s activities

Abstract. This article discusses the problem of overcoming the digital divide in the context of the development of the digital economy and digitalization of society. The author believes that in order to preserve the sovereignty of the state and avoid dependence on technologically more developed countries, it is necessary to overcome the digital divide at three levels: access to the Internet, digital literacy and analysis of the offline consequences of digital technologies. Particular attention is paid to analyzing the consequences of using digital technologies in the offline sphere in order to avoid political domination by technologically more developed states. The author emphasizes the importance of satellite Internet in the digital economy, as it provides global coverage and independence from earthly events. He also points out the potential threats to the security and sovereignty of states when using SpaceX’s Starlink system without appropriate controls. To overcome the digital divide and prevent political domination, the authors recommend the development of a national satellite Internet system and reasonable government control in this area. He also expresses his concerns about Elon Musk’s projects, considering them aimed at increasing his personal public authority and political weight.
